Presidenta de CIDH: Escuchamos el clamor de protección de derechos de pueblos indígenas
Durante el periodo 171 de sesiones que la CIDH realiza en la ciudad de Sucre, representantes indígenas, campesinos y originarios se dieron cita en el encuentro para denunciar la falta de consulta de buena fe por parte del Estado para imponer actividades extractivistas y megaproyectos en sus territorios, así como la persecución y hostigamiento desde el Gobierno.
Esmeralda Arosemena, presidenta de la CIDH. Foto: ANFSucre, 14 febrero (ANF).- La presidenta de la Corte Interamericana de Derechos Humanos (CIDH), la panameña, Esmeralda Arosemena afirmó que este organismo escuchó atentamente el clamor de los pueblos indígenas porque se respeten sus derechos.
La audiencia concedida a la sociedad civil permitió escuchar denuncias vinculadas a actividades extractivistas en territorios indígenas, campesinas y originarias y poner en conocimiento los megaproyectos gubernamentales en Áreas Protegidas (AP) sin consulta previa, libre e informada desde el Estado. También se puso en conocimiento las prácticas de división de organizaciones de base, así como la persecución política a los defensores de los derechos humanos y del medioambiente.
“Hemos escuchado el clamor de protección de derechos para los pueblos indígenas”, señaló Arosemena visiblemente conmovida con los testimonios de hombres y mujeres indígenas, campesinas y originarias que se hicieron presentes en el Centro de Convenciones de La Glorieta en Sucre para llevar sus casos ante la CIDH.
La máxima autoridad de la CIDH dijo que la información recibida permitirá evaluar posiciones, monitorear, y pedir información al Estado, si es que consideran necesario, además de solicitar información a las personas de la sociedad civil que consideren útil para evaluar el respeto a los derechos humanos.
Con la voz quebrantada pero firme, Cecilia Moyoviri reclamó a los miembros de la CIDH saber qué sucedió con las denuncias presentadas por la brutal represión a la VIII marcha indígena en rechazo del proyecto carretero por el corazón del Territorio Indígena Parque Nacional Isiboro Sécure (TIPNIS).
“Este Gobierno que diga la verdad no sé quién ordenó la represión en Chaparina, no porque le muestre cosas bonitas el Gobierno les van a creer.
No puede ser que el Gobierno premie a los que nos reprimieron y queden impunes quienes violaron los derechos de mujeres, niños”, protestó.
Mayoviri denunció que el Gobierno hizo una consulta “trucha” para imponer la carretera solo con la venia del polígono 7 habitado por colonos y cocaleros y Santo Domingo al otro lado del proyecto carretero cuando el TIPNIS cuenta con 64 comunidades de tres pueblos: moxeño, yuracaré y chimán.
“Nuestros ancestros buscaban la ´Loma Santa´ en el núcleo de nuestro territorio que tiene doble protección, por eso estamos en resistencia, las mujeres nos hemos parado fuertemente”, manifestó ante un auditorio lleno.
El líder indígena Àlex Villca de la comunidad de San José de Uchupiamonas y cofundador de la Coordinadora por la Defensa de los Pueblos Indígenas Originarios Campesinos y Áreas Protegidas, denunció que los comités de gestión sin consulta de los verdaderos dueños de los territorios modifican los planes de manejo para permitir actividades petroleras y mineras.
El indígena amazónico acusó al Gobierno de pretender causar enormes daños socioambientales con la ejecución del megaproyecto hidroeléctrico Chepete-Bala sobre el río Beni que provocaría el desplazamiento forzoso de más de 5.500 personas y embalses de las represas que inundarían 770 kilómetros cuadrados que afectarían al Parque Nacional Madidi y la Reserva Biósfera Pilón Lajas.
También se puso de manifiesto las denuncias por el ingreso de petroleras con el aval del Gobierno a la Reserva Nacional de Flora y Fauna Tariquía, sin haberse cumplido la consulta de buena fe desde el Estado.Paola Gareca, ejecutiva de la Sub Central de Tariquía denunció que poblaciones campesinas sufren permanente presión para dejar ingresar a Petrobras para tareas de exploración y explotación de hidrocarburos sin consentimiento.
“Están apurados en entrar a la zona para cumplir sus contratos que hicieron sin consultarnos”, dijo.
Culpó al Gobierno de implantar una política de asedio y persecución a los dirigentes y a los defensores de Tariquía.
Durante la cita que congregó a nacionales y extranjeros también se presentaron representantes de la nación Qhara Qhara que se encuentra en plena marcha rumbo a la sede de Gobierno en demanda de títulos agrarios.
